Standard User Lock Customization

We want to lock the Parent task and maybe the first level of checklist that the admins set up, but would like to allow the standard user to add a second checklist to update with any notes or processes they would like. It would be great to have more customizability with locking what standard users can edit.

My request is similar to this, so I'm adding it here as well:
Require Approval before a Task is Deleted / Add More Flexibility to "Lock Standard Users" feature
Today, I accidentally deleted a task. I then learned that there is no way to recover a deleted task. I also noticed that unless the Lock Standard Users feature is turned on, anyone can delete a task, and I would not be aware of it. However, when I lock the standard users, they are not able to change the tags on the task, which is something I would like them to be able to do. My requests are this:
(1) Can you require approval whenever a user deletes a task? I'm concerned about tasks disappearing if deleted by mistake.
(2) Can you allow standard users to be able to manage tags on their tasks when the "Lock standard users" feature is on?
