I need to be able to see how much time is budgeted for each user but I also need to see time budgeted per client together as one view.

For example, I need to see that User A has 2 hours budgeted on Client XYZ and User B has 3 hours budgeted on Client XYZ.

This would allow us to see how much time each user has available to work on each client since some clients have more than one user working on the file like the manager versus the preparer.
