Allow Standard Users to see Time Tracking reporting for their own timers

Right now, standard users can only see their list of timers, not any reporting.

Standard users should be able to see reporting that is filtered for only their own timers.

Users can now see "Employee Reporting" for their own timers (how much time they have worked in a given period)

In addition: Standard users to have the ability to filter by a pay period/date in the app - not to have to download the range to a spreadsheet - like an admin can see for employees.
