Since there is a way on the Tasks list to filter for the User, it seems that the default filter should be that User, but Users with Standard permission should also be able to filter for and see tasks for other Users for clients they have access to. This is particularly helpful if the Standard user assigned tasks to someone else and wants to quickly see the status of those tasks, without having to go client by client.
